The European Minister of State also said that it would not be easy to reach an agreement in the EU. The current Dublin system provides that asylum procedures take place in the countries in which the migrants arrive. Before Ursula von der Leyen's State of the Union address on Wednesday, Roth insisted on a fair European distribution mechanism for refugees. “Anyone who actually thinks they cannot take in any refugees at all must help with money, technical services or personnel. Or pay significantly more for development cooperation and humanitarian aid, ”demanded Roth. One thing is clear: no state should pull out completely - or just contribute a site fence or some barbed wire, according to the social democrat.
