According to the decision paper, the requirement that spectators are allowed to be allowed again at all is the pandemic. If more than 35 people per 100.000 inhabitants fall ill at the venue, there are still no spectators. Other regulations in addition to a minimum distance of 1,5 meters include that no alcohol is served in halls and stadiums. Drunk fans will be refused entry.
